Cecelia Fisher-Dahms
Cecelia Fisher-Dahms is the Administrator of the Quality Improvement Office in the Early Education and Support Division (EESD) of the California Department of Education and responsible for the California’s early learning foundations, quality improvement activities described in the state’s Child Care and Development Fund (CCDF) State Plan, and Race to the Top – Early Learning Challenge grant. Since her appointment in September 2008, Cecelia has worked to create a cohesive early childhood (EC) professional development system and an updated child observational (Desired Results Developmental Profile) assessment system. Previously, she was a child development consultant in the EESD Policy Office for eight years. Prior to entering state service, Cecelia was involved in education for more than 25 years, administering EC programs for 18 years and teaching EC courses at the community college level and mathematics at the middle school level. She has a MBA, a Community College Credential for Early Childhood Education, and a teaching credential, with a bachelor’s degree in mathematics.

Presented under the umbrella of “Transforming the Workforce for Children Birth Through Age 8: Implementation Plan for the State of California” constellation model, hear about current California Department of Education (CDE) / Early Learning and Care Division (ELCD) system-building programs, initiatives, and projects designed to enhance the quality of Early Childhood Education in California. Cecelia Fisher-Dahms, Administrator in the Quality Improvement Office (QIO), will take participants to a deeper understanding of how CDE/ELCD/QIO is ensuring that those who prepare the early education workforce and those who sustain and further develop the skills of the ECE workforce are working together to build on and extend significant ongoing collaboration and articulation.
